The project, conducted in collaboration with the European Bank for Reconstruction and Development (EBRD), is designed to safeguard railway operations during power outages. According to Railway Supply, the new units will reduce dependence on diesel traction, support stable transport volumes, and supply electricity to social infrastructure in various regions.
Strategic Support and Funding Secured
Ahead of the tender, Ukrzaliznytsia held consultations with the Ukrainian government, the EU, the EBRD, and the Energy Community. These discussions helped shape the technical specifications, financing framework, and terms of the project.
A key development was the signing of a guarantee agreement between the EBRD and the Government of Ukraine, represented by Deputy Prime Minister for Recovery, Oleksii Kuleba. This agreement ensures legal and financial support for the procurement.
Tender Announced via ECEPP Platform
The procurement is officially open through the EBRD’s Electronic Procurement Platform (ECEPP), with submissions accepted until June 16, 2025. The tender process follows international standards to ensure fair competition and transparency.
In addition to this project, the EBRD has extended €180 million in credit for the gas power units and another €300 million for new electric locomotives. This investment reflects a strategic push toward infrastructure modernization and integration of advanced electrical equipment such as the new gas-powered generator systems.
Boosting Resilience and Reliability
By implementing this initiative, Ukrzaliznytsia aims to ensure uninterrupted passenger and freight services, even during emergency conditions. The deployment of modern power plants will also contribute to long-term energy independence and operational reliability across Ukraine’s railway sector.
